Yes, I would call it upscale, based on how customers are treated, the restaurant decor, and the food preparation and serving. It is not expensive and the food is delicious as well as beautifully served. The one thing that might not be part of the upscale impression is that -at least when I most recently dined there- they do not serve alcohol.
